The Constitution of the
Wilson Central High School
Student Council

ARTICLE I, NAME
The Name of this organization shall be the Wilson Central High School Student Council, Herein referred to as the WCHSSC.

ARTICLE II, PURPOSE
The purpose of the WCHSSC will be to act as a means of communication for and between the students and administration of Wilson Central High School along with the public of the surrounding community.  It will provide students a chance to learn about and be a part of a governing body, to develop and to exhibit leadership qualities, and to express the student body’s feelings opinions, and interests.  It will promote school loyalty and spirit.  The WCHSSC will also coordinate and regulate social, recreational, and educational activities for the student body.

ARTICLE III, QUALIFICATIONS FOR AQUIRING MEMBERSHIP
All students interested in applying for membership in the WCHSSC are subject to approval of the Student-Faculty-Administration Review Board.  The board shall consist of the acting Executive Council and graduating senior members, faculty sponsors, and the Wilson Central High School Administration.  The board shall ensure that all students who wish to become a member of the WCHSSC have fulfilled the following qualifications:

  1. Has at least an 85 GPA (on a scale of 100), and
  2. Is free from suspension (including time spent at M.A.P. Academy) from Wilson County Schools for one year prior to membership application, and
  3. Has not failed any classes during the past semester.

ARTICLE IV, QUALIFICATIONS FOR APPLICATION AND ELECTION
SECTION I, EXECUTIVE OFFICE
In order to be eligible for candidacy for any executive office a student must have served as a Elected Representative, Class Officer, or Executive Officer of the WCHSSC for at least one year in good standing prior to the election date and meet the following requirements:

  1. Each prospective candidate must complete a candidacy application (including the required student, faculty, and administration signatures) and return the application to the acting Executive Council no later than the deadline which shall be set by the Executive Council, and
  2. Must have at least a GPA of 90 (on a scale of 100), and
  3. And must be approved by the Student-Faculty-Administration Review Board, and
  4. Plan to be present at Wilson Central High School for the entire year of his/her term of office, and
  5. Attend the candidacy meeting with the acting executive council.
  6. (All candidates for President must be seniors for the entire calendar school year of his/her term of office.)

SECTION II, CLASS OFFICE
In order to be eligible for candidacy for any class office a student must have served as a Merit Member, Elected Representative, or Class Officer of the WCHSSC for at least one year in good standing prior to the election date and meet the following requirements:

  1. Each prospective candidate must complete a candidacy application (including the required student, faculty, and administration signatures) and return the application to the acting Executive Council no later than the deadline which shall be set by the Executive Council, and
  2. Must have at least a GPA of 85 (on a scale of 100), and
  3. Plan to be present at Wilson Central High School for the entire year of his/her term of office, and
  4. Attend the candidacy meeting with the acting executive council.

SECTION III, ELECTED REPRESENTATIVE
In order to be eligible for candidacy for Elected Representative a student must meet the following requirements:

  1. Each prospective candidate must complete a candidacy application (including the required student, faculty, and administration signatures) and return the application to the acting Executive Council no later than the deadline which shall be set by the Executive Council, and
  2. Must have at least a GPA of 85 (on a scale of 100), and
  3. Attend the candidacy meeting with the acting executive council.

SECTION IV, MERIT MEMBER
In order to be eligible for consideration for Merit Membership a student must meet the following requirements:

  1. Each prospective candidate must complete a candidacy application (including the required student, faculty, and administration signatures) and return the application to the acting Executive Council no later than the deadline which shall be set by the Executive Council, and
  2. Must have at least a GPA of 85 (on a scale of 100).

ARTICLE V, ELECTION PROCESS
SECTION I, EXECUTIVE OFFICE
Executive officers shall be elected once annually, on the Wednesday following the TASC State Convention, for the following school year.  Each student of the entire student body of Wilson Central High School shall have one vote (excluding graduating seniors), and the candidate that receives the majority vote shall be inducted into office pending his/her agreement to assume such responsibilities as defined in this document.

SECTION II, CLASS OFFICE AND ELECTED REPRESENTATIVE
Class Officers and Elected Representatives shall also be elected once annually on the Wednesday following Executive Office elections.  Each student of the entire student body shall have one vote for the candidates of his/her respective class for each class office and ten votes for the candidates of his/her respective class for elected representatives.  Those candidates receiving the most votes shall be inducted into office pending his/her agreement to assume such responsibilities as defined in this document.

SECTION III, RESPONSIBILITIES OF ELECTIONS
The acting Executive Council shall be responsible for the election of the council for the following year.  A meeting shall be held with the candidates for a reading of their roles and responsibilities, as defined in this document, should they be elected, followed by a contract signing binding them to such responsibilities pending their election and acceptation of office.  The Executive Council shall also be responsible for the distribution, collection, and counting of the ballots under the supervision of a WCHSSC sponsor.  The Executive Council shall be accountable for said responsibilities as well as any other task that may present itself during the election process.

ARTICLE VI, RESPONSIBILITES OF EXECUTIVE OFFICERS
In addition to the responsibilities defined below, Executive Officers shall be willing to assume the responsibilities of the officer listed directly above him/her in this document in the event of dismissal or resignation:

SECTION I, THE PRESIDENT
The responsibilities of the President of the WCHSSC shall include but not be limited to the following:

  1. The President shall plan, oversee, and contribute to the objectives of the WCHSSC, and
  2. Serve as the official representative of the WCHSSC to other organizations, and
  3. Supervise the functioning of the elected Executive Officers, Class Officers, Elected Representatives, and Merit Members, and
  4. Coordinate the interviewing, selection, and functioning of committee chairpersons and task forces, and
  5. Carry the main responsibility for the planning and carrying out of WCHSSC meetings according to the guidelines defined in this document.

SECTION II, VICE PRESIDENT
The responsibilities of the Vice President of the WCHSSC shall include but not be limited to the following:

  1. The Vice President shall work closely with the President, and
  2. Assume the President’s duties if necessary (temporarily or permanently in the event of dismissal or resignation), and
  3. Coordinate the work of the committees, and
  4. Chair an important committee, and
  5. Work with the President and treasurer in budget and calendar preparation, and
  6. Assist the President in meeting agenda preparation and maintaining accurate grade records for members, and
  7. Works behind the scenes with the President to help iron out differences between members of the council, and
  8. Assumes other responsibilities as assigned by the President.

 

SECTION III, RECORDING SECRETARY
The responsibilities of the Secretary of the WCHSSC shall include but not be limited to the following:

  1. The Recording Secretary shall type all letters of the President, Vice President, and Adviser, and
  2. Report, file, and answer all correspondence, and
  3. Take roll of attendees at meetings, either verbal or written, and keeps permanent records of who attended, and
  4. Produce a directory of members of the WCHSSC

SECTION IV, CORRESPONDING SECRETARY
The responsibilities of the Corresponding Secretary of the WCHSSC shall include but not be limited to the following:

  1. Maintain contact names, addresses, phone numbers, and e-mail addresses of people with whom the WCHSSC regularly works, and
  2. Keep copies of activity calendars  and special events, and
  3. Write notes of courtesy, thank you, congratulations, and birthday wishes to members, teachers, administration, and support staff members, and
  4. Keep accurate record of student participation through maintenance of points earned per month, and

SECTION V, TREASURER
The responsibilities of the Treasurer of the WCHSSC shall include but not be limited to the following:

  1. The Treasurer shall work closely with the President and Vice President in preparing a workable year-long calendar and budget, and
  2. Oversee expenses and revenues, and
  3. Maintain an accurate and detailed financial record of all money collected and spent, and
  4. Prepare cost-benefit analyses of various endeavors,
  5. Be familiar with the school policies in regard to the use of student finances and explain them when necessary, and
  6. Authorize payment vouchers, reviews purchase orders, and give final approval before invoice are paid, and
  7. Deposit money quickly to prevent its accidental loss, and
  8. Makes and interprets monthly financial reports to the WCHSSC, and
  9. Check that all contracts entered into are signed by the appropriate school officials.

SECTION VI, HISTORIAN
The responsibilities of the Historian of the WCHSSC may be appointed to an Elected Representative by the President, but are otherwise assumed as a collaborative effort by the Recording and Corresponding secretaries.  These responsibilities include but are not limited to the following:

  1. The Historian shall be in charge of developing a pictorial and written record of the highlights of the year (in accordance with the scrap-booking guidelines of the TASC), and
  2. Maintain the files of the WCHSSC, including clippings and relevant documents, and
  3. Record all activities of the year through video, photos, written reports, clippings, and other materials, and
  4. Prepare historical documents such as a website, slide show, video, or CD-ROM.

SECTION VII, POSITIVE POINTS
Each Executive Officer shall maintain a monthly total of at least 150 positive points as defined in this document.

ARTICLE VII, RESPONSIBILITIES OF CLASS OFFICERS
In addition to the responsibilities listed below each class officer should be willing to assume the responsibilities of the office listed directly before him/her in the event of dismissal or resignation:

SECTION I, CLASS PRESIDENT
The responsibilities of the President of each class include but are not limited to the following:

  1. The Class Presidents shall plan, oversee, and contribute to the objectives of the members of the WCHSSC of his/her respective class, and
  2. Serve as the official representative of his/her class, and
  3. Supervise the functioning of his/her fellow Class Officers, Elected Representatives and Merit Members of his/her respective class, and
  4. Carry the main responsibility for the planning and carrying out of class meetings.

SECTION II, CLASS VICE PRESIDENT, SECRETARY AND TREASURER
The responsibilities of the Class Vice President, Secretary, and Treasurer shall be outlined each year by each Class President and his/her fellow elected class officers for each school year.  These should be patterned after the responsibilities of the Executive Officers as defined in this document and should be signed by each class officer and witnessed by the Executive Council and WCHSSC faculty advisors.

SECTION III, POSITIVE POINTS
Each Class Officer shall maintain a monthly total of at least 150 positive points as defined in this document.

 

ARTICLE VIII, RESPONSIBILITIES OF ELECTED REPRESENTATIVES
The responsibilities of the Elected Representatives of the WCHSSC shall include but not be limited to the following:

  1. Each Elected Representative shall attend all meetings of both the WCHSSC and his/ her respective class, and
  2. Be responsible for representing the true feelings and ideas of his/her entire class to the best of his/her ability, and
  3. Assume other responsibilities as assigned by his/her respective class officers and WCHSSC Executive Officers, and
  4. Be willing to assume the responsibilities of Class Treasurer at any time due to dismissal or resignation, and
  5. Shall maintain a monthly total of at least 100 positive points as defined in this document.

ARTICLE IX, RESPONSIBILITIES OF MERIT MEMBERS
Merit members of the WCHSSC shall plan and carry out an original service project in addition to assuming the responsibilities of an Elected Representative and shall maintain a monthly total of at least 100 positive points as defined in this document.

 

ARTICLE X, PROBATION AND DISMISSAL
SECTION I, PROBATION
Failure of any Executive Officer, Class Officer, Elected Representative, or Merit Member to maintain qualification as defined in this document or to fulfill his/her responsibilities as defined in this document shall be grounds for probation from the WCHSSC for one month (following fair warning at least one week prior).  Members shall be notified of probation by official letter.  During said probation the probate must prove eligibility for good standing by fulfilling all his/her responsibilities for the previous month and the month of probation as defined in this document, as well as earning extra points as assigned based upon the degree of the infraction for which you have been placed on probation.

SECTION II, DISMISSAL
Shall any Executive Officer, Class Officer, Elected Representative, or Merit Member fail to fulfill the terms of probation as defined in this document, he/she must be immediately dismissed from the WCHSSC by official letter for exactly one year, after which he/she may re-apply for candidacy for Class Office or Elected Representative or for merit membership.  A student may not be a candidate for Executive Office consecutively following dismissal from the WCHSSC.

ARTICLE XII, RESIGNATION
Any Executive Officer, Class Officer, Elected Representative, or Merit Member maintains the right to resign from his/her position by submitting an official letter of resignation to the Executive Council five business days prior to date of resignation.

ARTICLE XIII, INDUCTION DUE TO DISMISSAL OR RESIGNATION
Shall an Elected Representative position be made vacant due to dismissal or resignation of any Executive Officer, Class Officer, or Elected Representative, the next highest ranking official within the council shall be promoted to the vacant position pending council approval via two-thirds majority vote.  If the position is that of a class officer and a representative is promoted to officer status, the selection will be based on positive points accrued through service and approval of the Executive board.

 

 

ARTICLE XIV, PARLIAMENTARY PROCEDURE
SECTION I, ROBERTS RULE’S OF ORDER MOTIONS
The WCHSSC shall practice parliamentary procedure in the case of all formal meetings according to Robert’s Rules of Order Motions and within reason for the efficiency of said meetings.

SECTION II, PARLIAMENTARIAN
The Executive Council shall appoint a qualified Elected Representative to serve as Parliamentarian for all WCHSSC meetings.  It shall be the responsibility of the Parliamentarian to be familiar with Robert’s Rules of Order Motions and to ensure that the rules are being properly practiced at each meeting.

ARTICLE XV, POSITIVE POINTS
Each member of the WCHSSC shall maintain a certain number of positive points according to the guidelines defined in this document by attending council meetings and events.  These points shall be recorded on point sheets and signed by a sponsor or Executive Officer after each event.  The sheets shall be turned in to the council secretary at the end of each month as a permanent record of the members’ participation.

ARTICLE XVI, MEETINGS
SECTION I, WEEKLY MEETINGS
Meetings shall be held once weekly alternating between Monday nights and Wednesday mornings as seen fit by the Executive Council.  All members of the WCHSSC are required to attend.

SECTION II, GUESTS
Any student, faculty member, or administrator shall be permitted to attend weekly meetings but shall not disturb or disrupt said meetings.  Such disruptions shall be grounds for removal of the guest from the meeting.

ARTICLE XVII, SPONSORS
The WCHSSC shall have no less than one and no more than five faculty sponsors each year to advise the council in its objectives.

ARTICLE XVIII, ADMINISTRATIVE POWER
Being the ultimate power within Wilson Central High School, the principal shall have the power to veto any WCHSSC action with appropriate reason provided to the Executive Council.

 

ARTICLE XIX, AMENDMENT PROCESS
This document, The Constitution of the Wilson Central High School Student Council, may be amended if necessary and pending the fulfillment of the following requirements:

  1. The amendment shall be submitted in a formal letter to the Executive Council, and
  2. Be approved by at leas a two-thirds vote of the attendance of the membership at a given meeting of the WCHSSC, and
  3. Be approved by the principal of Wilson Central High School.

ARTICLE XX, BY-LAWS
SECTION I, MEETING ABSENCES
Under extraordinary circumstances the Executive Council or WCHSSC sponsors may see fit to excuse a member of the council from a regularly scheduled meeting for which they have the ability to do so at their discretion.

SECTION II, POINT SYSTEM
Points shall be awarded to the members of the WCHSSC at the discretion of the Executive Council and council sponsors, for council meetings and activities, as deemed appropriate toward the monthly point requirement.

SECTION III, BEHAVIOR
Members of the WCHSSC shall practice behavior appropriate for a student leader.  Significant misbehavior which leads to in-school suspension will be addressed on a case by case basis.  Members of the executive council who find themselves in this situation are subject to automatic probation. All other students may be subject to a disciplinary hearing which would include the executive council, council sponsors, and a member of the administration.  Appropriate actions shall be pursued after said hearing including but not limited to probation and/or expulsion.
